nobody can do this for you on line. You need to take this to an art restorer. If you cannot find anything in your local yellow pages, ask at the nearest fine art museum who they recommend for art restoration - their curatorial staff is who can help you, not some kid or volunteer at the front desk. Ask for the curator directly - he or she can usually direct you to someone or a site.
since it is not signed or dated, it could be by anyone, and likeliy not worth much, except to you. The restorer could tell you if it is worth (or if it is possible) to repair it, clean it and make any suggestions on its conservation in acid free materials.
